Playing sound from browser via VST, is it possible?

Hello !
I'm new to this topic and new to this forum Maybe my question to most will be obvious or pointless, so please be understanding. I have a 2x2M M-Audio interface, which apart from DAW has a flat sound, for example, during playback with youtube. In previous non-professional cards I had the bass and treble control or even EQ. The same computer serves both music and DAW work. Is it possible to process real-time sound, for example from a web browser, through VST effects in Cubase 9 LE?

It's available on iOS/iPadOS as an auv3 (audio unit). It's called Tube AU. Would love to have it as a VST.
