I made a phrase of a left hand pattern for blues....it is not meant to be movable. It can't be inverted, etc....only moved up or down an octave. Is there a way to designate that?

You cannot lock a phrase in order to prevent transposition.
If you want to transpose only by octaves you can set 'Phrase Transpose' to Octave:

As a related note, when you work with guitar chords there is a way to disable transposition for phrases, under Settings / Miscellaneous:
