Midi stretching and quantising in samplitude help please

In reaper I can quantise to any value eg 9/11 rather than what someone thinks are suitable proper values eg triplets. Is that possible in samplitude.
Also in reaper I can stretch a midi clip by grabbing the edge of the clip and dragging it out, keeping relative positions of all the notes as I do so. Is that possible in samplitude.
I ask as I am interested in an alternative to reaper but don’t really want to have to give up much functionality
