Is there a way to divide the mixer in zones in Reaper? I would like to see busses and FX tracks right next to the master track on the right side of the mixer, but I can't seem to find a way to achieve this.

Nope, no way to do that in fixed blocks. There are only some options for grouping folders and tracks that have receives (click the empty area of the mixer for these options). If you group tracks with receives to the left, then sends will always be on the right side.

Reaper doesn't distinguish between "send" channels and audio tracks. What I do is to (a) hide my send effects from the main window using the Track Manager (b) colour tracks in groups by selecting them and using the right-click menu. I also sometimes hide midi-only tracks from the mixer. The Track Manager is great for this stuff!
Some people (including the Reaper Blog guy) also separate mixer channel groups by manipulating the height of the send slots vs fx slots to make a clear visual "bar" on folder parent channels.
