difference between update and update plugin information in cubase

What is the difference between update and update plugin information in cubase ?
Cubase hangs and I am not able to do anything when I click Update .. When I click update plugin information, it updates but not able to see the newly installed vst plugins

You more or less gave the answer yourself. Update = search for new plugins in the set up plugin folders/complete scan. Update plugin information = update the version information of the already found plugins. As far as i know, at least.

Cubase version?
Used Cubase for a while, or is this a new install?
Installed any new plugins recently?
What VST2 paths are there?
VST3 are found anyway without these paths.
Given 32-bit plugins paths as well?
Are you bridging 32-bit to 64-bit, like jBridge?
Anything blacklisted that might be a problem with?

What VST2 paths are there? yes there were .But I have the same problem even after removing them.
VST3 are found anyway without these paths.
Given 32-bit plugins paths as well? No . I removed them. Same problem occurs with and without.
Are you bridging 32-bit to 64-bit, like jBridge? No.
Anything blacklisted that might be a problem with? How do I find which plugin is giving me an issue?

If you have many plugins in your plugins folder, it will take a while to scan those. It freezes for me too, when i click on Update, simply because it takes a while to scan through all those plugins. Here, it takes at least 1 1/2 minutes, until it is responsive again.
