Why 2 Sustain Pedals for Midi Keyboard???

Possibly to emulate both the sustain and sostenuto pedals of an acoustic piano.

There's more to potentially control with a footswitch than simple sustain. Here are some MIDI continuous controller examples:
64 Hold Pedal (on/off)
65 Portamento (on/off)
66 Sustenuto Pedal (on/off)
67 Soft Pedal (on/off)
68 Legato Pedal (on/off)
69 Hold 2 Pedal (on/off)
It's also possible that your keyboard controller intends for one of the jacks to be used with an expression pedal. These pedal devices aren't switches, but have a pot inside that smoothly controls a parameter across a range of values. Common uses for this type of control include master volume, channel volume, filter cutoff, etc.
Are you sure that both jacks are meant for switch-style controllers?
