Win 10 - Route audio from output from one app to input of another, Win mixer does not work for me?

I am using windows 10 on a laptop w. no external sound card.

I want to route the audio out from one program to Sound Forge Pro 14 to record.

At the moment both programs simple send their outputs to the Speakers (High Def Audio Device).

After searching via google quite a few posts suggest opening win 10 Settings > System > Sound > Advanced Sound Options > App Volume and device preferences.

They then say to open both programs and in the Output and Input settings that appear you can set one program to output to another,

This does not work for me

While the settings for both programs do show in App Volume and device preferences the only options available for output is Speakers (High Def Audio Device) and input is Microphone (High Def Audio Device).

It feels as if it needs something like an audio version of the old midi yoke app which considering win 10 is supposed to be all singing and dancing I can not believe you can not do a very simple task like routing audio!

Any help would be great as this is highly frustrating.
