Cubase 10.5: MIDI Transformer. What am I doing wrong?

I'm trying to divide CC 21 by 8 so that the maximum value is 16 as opposed to 127.

Thanks for that. It didn't work though.
Also, I've since changed value 2 from MIDI Controller Value 21 to MIDI Controller No CC21.
Still nothing.

sorry, I overlooked another error - in the upper part, the second line needs to read "Midi Controller No.", which is selected by picking value 1 from the drop down.
(Value 1 is the controller number, value 2 is the value of the midi controller message)
this should work (I used controller number 11 for my testing):
