You will need to update Elicenser in order to activate Cubase 11, and Elicenser is not working at this time. I've been trying to update my Elicenser for over an hour with no luck. Steinberg is fully aware of the problem, but it has NOT been resolved yet.

I'm only posting this this to save you from frustration.

I think the server is broken for the moment. I fired it up to check something else in LCC and it either hangs on maintenance tasks or reports the server isn't responding when it tries to update the licence database.

eLicenser menu/Actions/Recover does the trick (after 5 times ...)

Caveat Emptor. Do NOT buy Cubase 11 at this time.
