I'm trying to assign the mod wheel to (eg cutoff) so I can use it as a controller in my DAW (Reaper) to write some automation.
My part already has mod wheel written data. I simply want to write further modulation using that as a controller as my MIDI Controller doesn't have dedicated controllers I can use for this purpose.
I'm trying to do this with the learn function, but nothing doing.
Can i do this and if so how?

That's not what I meant. I was referring to assigning the mod wheel in midi to use as a controller to write automation.

You mean use the mod wheel like a mouse to manually set the levels of an automated parameter ? This is not the way it works, AFAIK.
Automation records a published parameter of a VST, either in recording mode, either manually in the editor, and also some midi particular parameters like Modwheel.
You have to learn the modwheel, for example the way Zipede wrote, and then record the automation of, say, CUTOFF or any other VST parameter you attachee to the modwheel.
An uncommon way of doing that is also set the automation parameter of the automation lane to Modwheel (Cc1 ?) but it's ackward to me, because modwheel is a medium, not an instrument property.
Maybe that's your issue ? You want to affect Modwheel to the automation lane in reaper and can't find where you set that in reaper ?
But maybe it isn't clear for me what you want to achieve other than recording the cutoff by moving the modwheel.
EDIT: it seems you've no real modwheel, right ? Then you have to add an automation lane in reaper for each of the parameters you want to record (cutoff, resonance, etc ...). Maybe point towards Cockos web forum for that

Ok, well that sounds like something you need to set up in Reaper, which I don't use. You have to enable the automation alleys in Reaper. And specifically mod wheel.

I've been having some weird MIDI learn issues with the V Collection plugins from Arturia as well.
I just bought the new BOSS EV-1-WL wireless MIDI Controller, and was excited to use it with my Arturia plugins, especially as a foot controller to control the VCF Cutoff in Mini V. I tried to the MIDI learn feature, but it won't recognize the BOSS pedal. It did map to different knobs on my Arturia Keylab Essential 61, so the learn function can work.
So, I did also try to map some of the pedals in BIAS FX 2 from Positive Grid. Absolutely no problem mapping the Wah and the Whammy pedal. Recgonized it immediately, so I know it's not the pedal at fault.
So I tried some of the newer Arturia plugins like the Jupiter 8 V4 and the Stage 73 V2 (recently updated for V8 Collection. These mapped to my BOSS pedal immediately, no problems.
Same thing with the newer V8 plugins like the Emulator II and the Vocoder. Able to easily "learn" controls with the BOSS pedal.
So I suspect that Arturia's older plugins (that haven't been updated recently) have some issues with MIDI learn capabilities. I have written to their support to advise.

TBH while this is a great plug in, it is pretty quirky. I'm not familiar with the original so perhaps they were a little too close in their emulation.
