The case is EUR 750... you can build a custom water cool loop with this kind of money. my room measured 32dB C-weight, I can't hear my computer that put under and behind my studio desk. all fans are running at 600-800rpm and I run a fairly powerful/power-hungry PC. overclocked i9 7980xe 18c/36t CPU with 128GB ram, a bunch of SSDs.

There's a lot of cheap fanless stuff, but I recommend snowman fans. They're the quietest I've used. I cannot vouch for their longevity however.
