the only one I can think of is sinevibes luminance - but that's Mac only and is only ten bucks cheaper if not on sale. that said, I think they might do a Black Friday sale.

I own Eventide's ShimmerVerb for that purpose, and, like the rest of Eventide's plugins, I like it. Maybe you (the OP) can get it on sale. I wouldn't be surprised if Eventide does a good Black Friday sale.

I have dedicated plugins, but I also enjoy the DAW routing DIY alternative an awful lot.
It's only a matter of setting it up once and saving the template.
I have one saved with 3 parallel branches in the feedback loop, really fun stuff.
Not necessarily just reverb and pitch shifter, you can add anything in the loop (frequency shifters, phasers, ring modulators, anything...).
Using either the "modern" fx plugins, or vintage emulations of sound processors.
It's only a matter of setting it up once and saving the template.

Dead easy to slap a shimmer plug on something and turn it up, nothing really wrong with that but a lot more satisfying (imo...) if you figure out the routing yourself, play with eq to tame rogue resonances etc. Real sound design work, weird and organic results, like cooking a meal as opposed to choosing a ready meal.
Though to answer the OP: Audioritys Xenoverb, often in sales for ~$20, nice shimmer as well as some other off the wall treatments (and regular room etc too of course)

I've barely used shimmer, but what do people who use shimmer a lot think of Bleass Shimmer? I remember really liking how it sounded in the demo video when it came out. No idea how it compares to many other shimmer plugins, but it's cheap, and sounds interesting to me in the demo.
I need to start using shimmer reverb in my mixes, I think.

Audiothing Texture. They just gave it away like two weeks ago so maybe you can find a key for free or really cheap.
It's more like mutable instruments clouds than shimmer.
Audiority do one too, which should get a BF discount.

The plugin you are looking for is Audiority Xenoverb. It has more quite a few algorithms with shimmer also being one. And it sounds fantastic. It goes for cheap during BF so keep an eye for that
