Is there anyway to run a session at 48k, and have my analog 2 bus return be recorded at 192khz? I will be using a dedicated AD for the return trip. I really would not like to involve another PC.

You can't do that with any DAW, not only Cubase. For digital signal you have to clock it. Even you use a seperate dedicated AD, all digital connection will have to clock to the same sample rate.
You can however down sample the 192kHz input to your master converter/clock sample rate by internal SRC feature that some AD/DA has.

When exporting a mix you can export at any rate you want. It sounds like you want to be bouncing your mix through some outboard equipment so you would have to be able to run the export in realtime without glitching. You can also do an offline export at 192 and then run just that stereo track out through your external gear and export it back to 48k.
If you don't have to use any external gear then you can export your session at whatever rate you want.
