If i recall correctly OTT is serial - so not "at the same time"
It's get pushed up below the threshold and up when over the threshold.

no, not in the slightest.

Audio Damage is simply a very aggro compressor.

OTT is Multiband, but the key component to its sound is upwards compression

What about effects that are NOT doing the same thing but have a similar way of bringing a track to life? Like an exciter on steroids?

Oh yes I forgot. You are partly right.
1.) Melda MDynamicsMB has to processors per band, thus you should be able to set upward and downward compression at the same time.
2.) DMG Multiplicity, you can set a „ratio below“ value, so you have different ratios for above and below threshold values. But yes, you have just one threshold so it‘s not the same.
3.) For Fabfilter Pro-MB it is not possible. Maybe you can trick it by putting two instances in a chain, one for upward and one for downward compression, but usage might get very messy then.

Exactly, the fabfilter MB does do the same thing as OTT.
If you would put two pro-MB in series with linked bands and thresholds.
but even then due to limited range the transfer curve of pro-mb is not typically upward (you can’t force it to bring out noise to the point of way past reasonable.)

Also, now that Toneboosters v3 plugins have been made available for free, you could use TB FlX, which really will do upward and downward compression at the same time, and expansion.

Unfortunately, these are not resizeable.

Melda Production's MDynamicsMB, which is resizeable, will do everything but you've lost the immediate simplicity of OTT.

I tried XTT as well. It's like The King with added attack and release time control, but that interface just isn't good enough, imo.

The same-ish thing with attack/release and saturation. I suggest you watch their info video on it to get your head around the display in particular. it's not what it looks like in traditional compressor/waveshaper displays.
