Hi, I would like to ask you if the pad of this track (Vangelis - Chariots Of Fire) is made using a Phaser (best heard from 0:00 to 0:28)?

You're referring to the D - G notes, a motif also often used in hunting horns, right?

It's definitely not that.
What this could be is that the synth has two oscillators with a tiny bit of detuning. That also gives a simular sound, they can cancel each other out resulting in that comb filter sound. Some notes have it more than others. Perhaps he had note velocity modulating the pitch of one oscillator by a fraction, so it can be controlled that way.
I wonder what others make of the sound and how it's done.

Yes probably a phaser and/or finetune modulation with an LFO. Maybe on top of that, like BertKoor said two oscillators detuned against each other (small values for slower motion). But them alone wouldn't be enough to achieve that I guess.
