Hello, I'm looking for a window VST plugin that can load a WAV file then playback it everytime I speak to the microphone (i appreciate it if the plugin is free or cheap).

No such thing.
You'll find plenty of things that can play the WAV file, but no voice triggering, just MIDI or the onscreen UI.
There are drum replacer plugins which do something like this, except... they're expecting drum sounds as triggers, not voice. Maybe one could be pressed into service if you make drum noises rather than speak. You might have to add additional processing (eg EQ) to get the drum-triggering to work.
Im hoping you mean 'speaking' as in 'making a noise with your mouth', not as in actual voice recognition, because you'd be completely out of luck on the latter.

Oh, I maybe made a small mistake there. Dehumanizer Pro by Krotos is a 'modular' voice processor, and it does have a module which can trigger samples. Its specialist software for sound designers for film etc, though, so not cheap.

In REAPER you can set the stock gate to output a MIDI note when the level exceeds the threshold, then follow it with a stock sampler that plays the wav file when it receives a MIDI note.
Perhaps other DAWs have similar capabilities.

Thanks for the fast reply, the dehumanizer pro is definitely the one that i'm looking for but indeed it's not cheap , so i will probably try the drum replacer or with the REAPER method for now.
