I contacted waves support 2 days ago, but while waiting for the answer I'll post here as well.
At first the update & install in waves central kept freezing half way.
after reinstalling and restarting few times it finally installed somehow.
I couldn't automatically update v13 to v14 tho, I had to manually select plugins that are v14 and deselect v13 plugins.
now seems like v14 plugins got installed according to waves central and checking the waves plugins folder.
But now only 2 plugins show up in Logic X and Cubase 12. ( both are in rosetta mode ).

I had the kind of same issue with ableton live 11. The waves support tell me to uninstall all (they sent me the list of actions to do) and do a fresh install of all V14 plugins and it worked. But when I tried after that to upgrade some V13 to V14 plugins (I renewed some plans), my ableton didn't see the new plugins. I found the solution in a forum, it was to make a deep scan in Ableton (shift+scan in preferences menu) and it worked.
