Does anyone know where to get like atmosphere type samples in the style of Anjunabeats and Armada music? Like this vocal effect in the beginning

If you want something like this or like found in tracks from the labels you mentioned, create them yourself from the dry vocals. Hire a good singer lol? You get good vocals from good singers. I doubt Splice or some other sample pack is gonna have something you’d actually wanna use for a full-on vocal song.
If you're asking where to “find” them online for free, you can find plenty of people singing a cappella but the quality will vary. I’ve DLed a few random ones off Soundcloud just to practice various production stuff with.

Hey thanks for the reply! Ya I thought about making them myself I just didnt know if they are bouncing around somewhere around the internet. But the vocals you are totally right I looked up some artists and found some good ones. They are charge alot though to record the vocals haha like 350$

Sorry for the very late response but as I Need Help said above you can create these effects by basically just drenching a raw vocal in reverb and exporting it; I know it's an older example but there's a similar effect at 2:47 here, where the vocal sample has been reversed, a long-decay reverb added, and the resulting sample recorded and reversed again:
As for the vocals themselves there'll be plenty of free packs floating around/cheap acapellas available on beatport so just take your pick basically.

Yeah, vocals + reverbs, you could get stuff for free. The "one big concert hall reverb and one giant algo reverb" trick will probably prove very useful. Harmonic exciter and EQ the vocals aggressively, too, to give them plenty of high-freq air for the reverbs to turn into sparkling tails.
One sample-based instrument designed to do this kind of stuff out of the box is Exhale, you can decide whether it's worth paying for. Black Octopus and other EDM-oriented developers will also sell you full trance construction kits. The various Ethera samples are more media/cinematic-oriented but I'm sure some of them would do trance styles well.
One fun way to get there would be Klevgrand Pipa + reverbs. It's a synth, not samples, but...
