How to get a flute with tremolo?

I've been looking for this sound, the best description I can give of it is "a flute with tremolo." It's not that of course, but it sounds like a flute that quivers fast but lightly. Is there a correct name for that, and how can I achieve it, please?

Note: it's note a theremin either. It definitely sounds "windy" like a flute.
