I think the main point of it is to let soundset providers bundle samples that are a little harder to copy to other plugins, resell, or whatever, compared to straight .wav files.

yep exactly that, copy protection only. I'm not sure I know any creators who are using it though. I'm happy for people to have access to the samples in my packs for use in other ways and other samplers.

Is it built into Tal-Sampler? I find no documentation about it anywhere. I hears about it from Chickensys publications. Why is there no documentation about it?

I don't see it in the drop down menu any more where I'm sure it used to be, I'm not sure anyone ever used it and as you say it isn't mentioned in the manual now. I'll check with Patrick, perhaps it's just been deprecated with the re-write.

I personally don’t have any need to encrypt any samples. I’m just curious. It will be interesting to hear what Patrick says.

it's as we thought, it wasn't really being used so the menu option has been removed.
