What would be the most "budget" config for an epic scoring machine? To use stuff like East West Quantum Leap.

Build a desktop PC (or have it built by a store), pick the parts that fit your budget.

What you do is check the minimum system requirements for any software you want to install. Then shop for either new, refurbished, or make your own. The least expensive will be refurbished. For example I just purchased a refurb Dell OptiPlex 7040 at Amazon for just $212 with:
Intel Quad Core i7-6700 (up to 4.0GHz)
16G DDR4
512G SSD
Windows 10 Pro 64

This meets the minimum system requirements for EWQL. There are probably more refurbs like this available at Amazon. I did add a sound card but didn't need to, just wanted to. Only buy from a well known seller like Amazon that has return policy etc.

My Dell refurb has been running perfect. If it had any issues like crashing I would have returned it, and bought a different one. Refurbs can last for years.

32GB RAM and any 64-bit multi-core processor.
CPU won't be an issue, but RAM will be if you skimp.

Also you'll probably want a 1TB SSD.

especially with sample library intensive workflows. like eastwest or else.
a second ssd for all the samples would help too^^
