I have been playing piano for over 12 years, been ramping up my technique and sight reading however, music theory has always been my weakest spot - especially composing - nightmare.
What resources (Online) would you recommend? (Free or cheap since I'm on a budget)

Here are some recommendations that can be found on PDF. Just forget the word 'jazz' if it's not your bag:
Jazz Composition, Theory and Practice by Ted Pease
Arranging and Composing for the Small Ensemble by David Baker
Jazz Arranging and Composing (A Linear Approach) by Bill Dobbins
Berkley College of Music 'Harmony' series (1-4)
Forward Motion by Hal Galper
A Study in Fours by Walter Bishop Jr.
There are many great youtube channels these days as well.
