I honestly don't know why someone would build something like that, other than as an art project where the intent was to be absurd.

yeah.. no... yeah... there's plenty of people just making stuff to fulfill some weird whim or idea (simone giertz maybe) or that and get youtube views (colin furze maybe). So I'm all for people dicking about to, ahem, further human endeavour. But, yeah, to spend that amount of time and especially money on something like that... Yeah, to be clear, I'm not at all talking about just doing something for fun, or because it scratches an itch in some reasonable sense for some definition of reasonable. I'm really talking about how insane this project is when you consider the effort vs the outcome. It's really a shitty sounding project with extremely limited value.
