I think Reapers arrange view can go upto 1/1024 if you use the adaptive grid (so resolution tracks your zooming).

Studio One, just got to drop the '128_256_512_Quantize_Programs.zip' contents in place and there you have it, will be available in the UI. If you can script or know someone who can and is willing, you could likely get higher idk

Ableton can go down on Midi Clip down to 1/16384
Bitwig down to 1/32768
and...
the freaking Bitwig can loop a MIDI note at 1/32768
and loop in the arrangement a Clip down to 1/256 while Ableton, in the arrangement, can only loop down to 1/4.
That's a huge difference!
Useful? Sometimes... but it's still there if needed.

In Reaper you can type in a grid division if the menu doesn't provide enough options for you.
