purchasing a new laptop... in 2023 with ssd (4x4) 2 tb hard drive i.e. system/internal hard drive... is it still recommended to put large sample libraries on external disk or can the sample libraries reside on the ssd (4x4) system/internal hard drive...

Either or is fine, but typically they are stored on the HDD for cost efficiency purposes.
