(And I hope you're aware that not everything on Freesound has that license)
Does 'waiving all rights' seem like 'keeping the right to charge royalties' to you?The person who associated a work with this deed has dedicated the work to the public domain by waiving all of his or her rights to the work worldwide under copyright law, including all related and neighboring rights, to the extent allowed by law.
(And I hope you're aware that not everything on Freesound has that license)

i dont understand these terms 100% i think as you see, so i was hoping to find some samples on freesound.org or another website? which you can use freely (not sell themselves) but use in sound design/tracks commercial or non-commercial and also on youtube.

that's based on an intrinsic factor of copyright law; copyright determines the rights of the creator of a work, but also that those rights eventually expire. when copyright expires, the work is 'public domain' ie anyone can use that work for any purpose, ie you dont owe Shakespeare royalties no matter what you do with 'Romeo and Juliet.'

The license you specifically linked to allows you unrestricted use of material however you want. Commercially, resale, whatever.
Some CC variants allow commercial usage, some dont. Some allow you to distribute your own modified versions, some dont. Some insist on the 'author' being credited, some dont.
For any sound on freesound you can see the exact license for that sound.

However, it should be noted that all "freesound.org" samples
are actually permitted for creating a song - whether commercial
or just private. This means that if you compose your own songs
with it, you can freely access it and let your creativity run wild.
The restrictions only come into play if you put together your own
sample sets from the previously free sample sets and then
possibly want to sell them. That in itself is parasitic. But if you
have such an intention, then - as "whyterabbyt" already explained
- you have to read the individual copyright texts carefully.

im browsing through freesound right now and wow there are a lot of awesome recordings! im sticking to CC0 precautiously however
