This is just out of curiosity. I read somewhere on the web (can't find the source), what title says.
I have never used HW so my question is: is that a correct general rule or it always depends?

Does a small EQ move ITB equal to a broader EQ move OTB?

No.
Clean HW EQ's are more rare because it's easier to make a completely clean EQ ITB, but if it has a similar amount of saturation it will behave extremely similar.
