What is it specifically you like about it? A massive vocal pad or that it changes from note to note? The change from note to note can be done via wavetables or formant filters.

Very similar to the vocal patches on a Korg M1, you can demo the VST.

Could also be a string going into a Formant Filter. It sounds very much like the pad Tiesto used for Delerium 's 'Innocente'. That was released in 2000.
