If you are talking about routing MIDI information from 3rd party products like VST or AU plugins - the answer is you can not do that.
REs (Rack Extensions) MIDI tools and devices are added to the device on top and their signal flows into the device. There are various CV tools that can expand that but they only apply to REs and inbuilt Reason devices.
So TLDR - if that is what you are after, routing MIDI out from plugins to Reason devices - no.
That is one of the most requested features as far as I remember. People asking for this for at least 6 years.
Some people will suggest you build a layer of abstraction like loopBE and virtual MIDI ports and nonsense but that's what it is a nonsense patch.

I also think the only way is to build Pizmidi's MIDI out on your own machine and then loop it back into Reason using BlueCat PatchWork (or some other plugin chainer) https://github.com/sleiner/pizmidi

I have midi routing set up for plugins such as Harmony Bloom, Instacomposer etc. It took a while to set up but has been working flawlessly. I followed the PoohBear method is this YT video:
he did a follow up video which is also useful
It requires the use of LoopMidi and Kushview Element (both free) and the "Generic MIDI Channel aware Remote Codec+Map for Reason" by Koshdukai (costs about $5 on Gumroad).
It took me about 10 mins to set it up for 16 midi channel filtering. If I can do it, I reckon anyone can.
