(Nuendo/SX) Very Serious MIDI Record issue

When recording MIDI the sustain pedal often gets cut off if it is pressed slightly before the cursor hits the left locator. This is extremely annoying and MIDI catch range is not helping the problem? How can we set it up so that the sustain pedal, and other controllers can automatically be quantized to begain at the start of the bar/left locator exactly?
