Ok, I believe this happens in Reason but when you change the tempo of a song and there is a delay or a reverb being used, there is this really weird flangy sound going on like if one were were really jiggling the flangers - is there a VST delay that has this? Because I really want to experiment with it..
What the *ZAP* ok... so that's what orange does....

Do I need to be more specific in my description of the effect desired or is it just that you can't think of any delays that do said effect?

maybe you're talking about the weirdness you get when you change the delay tempo in reason, which happens because you're changing the buffer size(correct me if i'm wrong)- maybe have a look at dfx buffer override? It's not a delay or flanger but might be what you're talking about

AFAIK, QuantumFX has a Tempo-Flanger Delay called "Flanger Delay".

I think you should try out Retrodelay from E-Phonic.
It uses the same kind of constant-size buffer where the delay time is varied by adjusting the read speed of the buffer. That way, when you change the delay time, you hear these pitch-shiftings, which I'm guessing is what you are referring to.
