Layering samples outside of the sequencer......

Does anyone layer/create samples outside of a sequencer? If so, what do you use and how? I want to start creating custom sample packs. I'm looking for something that can export my new layered sound as a wave. I've tried kontakt and vsampler... neither of those export wave. Any help is appreciated.
