This is done all the time in dance tracks - the drum track will be gradually EQ'd so it sounds 'small' and 'in the distance', then it all comes back in with full EQ to create drama.
So to do this...I'm assuming you turn down the bass frequencies of the track? And maybe the highest frequencies too?
I have Cakewalk Sonar and have experimented doing this to drum loops with the cakewalk fx EQ plugins, but I can't quite seem to get the affect I want. It just doesn't seem to allow me to 'subtract' enough of the low frequencies.
Could you recommend a better EQ plugin? Or maybe I should be using a 'filter sweep'? If anyone can recommend where I could get an automatable one I'd appreciate it.

I believe you're refering to the filtered house effect. If so, that's a highpass filter with some resonance. Dedicated filter plugins will have a distinctly different sound than an eq even if it has a highpass setting, as the later is generally used for precision in mixing, and the former as an effect.
Give Classic autofilter a try (look in the effects menu).
Filterizer, FilterONE, NorthPole, and ReFX filterbank (if you can manage to find it) are also good.
All of these plugins are free.
If you're willing to shell out some cash, try Nitro or Quadfromage.
