problems of setting vst-shell plugins...

I use the setParameter() to modify the value of plugins' parameter.In case of non-shell plugins, it works perfectly,but for
vst-shell plugins(such as Waves plugins), it fails.And some other dispatch opcodes such as effsetProgram/effGetProgram also show the same problem.
I want to set vst-shell plugins' parameters/programs/Presents programmatically,but found almost no information about VST-Shells,Any answer,advice,suggestion and idea will be appreciated.
