Effect to weirdify and ambientize loops

can someone advise me ?
i'm looking for an effect, or processor, or plugin that can take boring loops or sounds and then chop them or effect them into soundscape and ambient weirdness.
of course it would have to operate within a standard host so I could export the results as new wav loops in the appropriate tempo.
I'm not sure where to start looking, but it would be a thingummy with delays and various effects, maybe a few synced filters, and some beat detection mangling ability, and picth shift.
any advice please ?
edit: I've tried phtamatic and didn't like it at all. i've also loked at beatburner but am ho-hum about that. perhaps some of the instruments in NI's electronic instruments 2 pack ? anyone tried them ?

Mulitlens ( the demo doesn't save settings and has a few timing divisors disabled otherwise it's 100% useable IMHO for re-rendering loops for further processing.)
Tweakbench VST's
Most of the DMI / Smart Electronics stuff.
Any VSTi that does resynthesis ie: Cube , Vertigo , Dopplemangler.
NativeInstruments granular stuff is meant to be very good.
Resonators + Grain delay in Live work well.
Experiment with Audiomulch and a few loops or Energy XT for example.

Cabin fever, I actually just posted my rediscovery of Glitch OneMB in the Dash/Nusoft forum. Check this plug out, it is free and for me it does EXACTLY what you seem to be asking for.

ModulR's new Pseudograins is also a very powerful weirdfier, it works as a VSTi where you load a loop (or any sound) and rip it into pieces. The results are very reminiscent of PureData, a Max branch with terrific real-time audio mangling possibilities.

to turn a loop into an ambient sound I'd suggest some extreme reverb settings, try AriesVerb or GlaceVerb, they have some nice effect presets.
for more weirdness I'd also suggest the stuff from destroyFX, multilens is also cool, don't forget the KTgranulator, I also like and use Spectral monkeyage, WTT, this FM effect by pluggotic
BTW all these plugs are free!

SIR, Convoboy are a couple of free convolution reverb vst's that you can d/l for free....and grab some convolution reverb effects free too...lots on the web....
