I'm looking for an effect that would control the level of a send based on the velocity of the midi notes.
So, if I have a midi clip playing a VSTi and a send going from that VSTi to an effect, I would like the amount of the send to be proportional to the velocity of the midi notes.
Or else an effect that could do the same thing based on the amplitude of a wave for an audio file.
Effect to control send level based on input level ?

Converting the midi note velocity to another CC should be very simple to do, maybe the data mapping in MidiOX can do that. NB: velocity is a property of the "Note On" messages.
In audio, the principal you want is called "envelope follower" and may be a key feature of one of the many audio to midi converters can do this. Keep focused on the ones that say they're good for triggering drums, since you do not need the melody. TobyBear has one...
