For example, when I want to add reverb to a .wav sample in Cubase, the reverb only lasts until the end of the sample.

So I usually have to load that sample into CoolEdit or Wavelab to add a few seconds of silence to the end of it.

Then I go back into Cubase & add effects to it...

This seems ridiculous, is there an easier way to do this?

Don't apply the effect by right clicking on it, open up the mixer (short cut F3) and insert the effect you want into the mixer insert strip on that channel.

While I agree that inserts are the way to go in most cases, you can add a tail when applying an offline effect. Select the required effect, then click the More button. You now have a bunch of options to fine tune the effect, including reverbs.

To quote the manual: "Tail: This parameter is useful if you are applying an effect that adds material after the end of original audio (such as reverb and delay effects). When the checkbox is activated, you can specify a tail length using the slider. The tail time is included when playing back with the Preview function, allowing you to find the appropriate tail length."
