Computer Music and Future Music Magazines (from the UK, but imported to USA) would be a good place to start. They are both monthly magazines, and now both come with a full dvd containing mostly samples. If you're from the U.S I buy mine at Borders every month. Barnes and Nobel probably has them too. Future just started adding the dvd recently, and CM has been doing it several months now.
Other good places to look are your cd, tape, and vinyl collections. Also movies and anything else with audio can come in very handy (copyright laws apply still).
I've sampled some of my instruments for when I don't really feel like playing them as well.
The answer is yes you can do it for free. You are probably sitting on gigabytes of samples and don't even know it. Overall I think it's best to have commercial quality packs to go along with my illegal samples. It increases the sound quality and my illegal samples don't stick out like a sore thumb when layered right.
Edit:way too many spelling errors

each issue of CM is shipping with a shit load of Bad-A samples now. Best bang for your buck there.

Also, there are GB's of top notch samples on the internet, but you still probably need the quality of a few good sample packs, as the above poster said about bad samples sticking out like a sore thumb.

What genres are you producing, bruno

I think soundfonts are a great way to get started. Read the great big sample list on this forum and get started downloading.
