Is there a free VSTi host for Windows?

I'm trying to help a friend set up cheap studio on his pc. I know there's free audio editers/recorders out there. There's even audio sequencers out there. But I can't find a MIDI sequencer that will host VSTi's.
Does anyone know of a free VSTi host that runs on Windows? I searched the instruments/essfects/hosts section and it seems like the only one is Cubasis Inline, and it doesn't appear to be available for download anymore.
Something in the same style as Cubase would be ideal (too bad that Cubasis Inline isn't available for download)...
EDIT: Fotgot to mention that his pc is really old so he'll need some software that uses minimal resources. I think it's a P3, not sure what speed it runs at, but I know he only has 128 MB of RAM. He uses Win 98SE, but I think he is about to install Win 2000.

not free and not like cubase but damn cheap and pretty damn good too but energyXT is the biz

There's a few that say Sequencer / Multitrack (which I'm guessing is what I need) but none of them host VSTi's. Frieve Music Studio Independence / Producer is listed as something that can host VSTi's, but when you go to their web site it doesn't say anything about it. It says it canhost VST effects, but doesn't mention VSTi's. SynthFont is also listed as a VSTi' host, but in the descdription it says it cannot host VSTi's. It says there is another app called VSTSynthFont that is a completely independent app (and also lacks a lot of the functionality). Kristal Audio Engine doesn't appear to host VSTi's either. And the last one, VstSeq, says it was designed to be a plugin for Tuareg 2.
I'm just trying to find something like a stripped down Cubase or something. Something he can play with til he gets some money and then upgrade to Cubase and somewhat understand how to work it. Man, I wish that Cubasis Inline was available because it would have been perfect...

Yep Ext is what i would get, excellent support and has all you will ever need (Forget Cubase)

it can be abit tricky to set it up for the first time - chances are that you open it and aks: 'what the f**k is that - I was looking for a sequencer!' - but it's there and it is great albeit it's abit hidden (due to the fact that it is also much more than just a sequencer) - but fear not: eXT has its own forum here @ kvr:SaltyDawg wrote:Nice, I'll have to download a demo of it. I have to use 2 separate free programs to do this.
I haven't found a really good, free midi sequencer that supports VSTi's. I used to use VstSeq:

Great little program, but it only sequences 8 measures of midi. Also, it started doing weird things on me.
I now use Jazz++ for midi sequencing:

Then, I load the midi files into Minihost:
http://www.kvraudio.com/get/1015.html
Minihost plays your midi files with VSTi's and allows you to render them to wav's.

i started on psycle. i then moved to cmuzys (from computer music mag cd). (now i'm on tracktion 1 nfr but yer too late for that)

get ComputerMusic mag for less than 20 bucks,
and it comes with everything you need,
simply a must have!
it is still my "3rd sequencer" i use aside
similar to T1 etc.
and it is better than Cubasis no doubt.
OR
if you`re lucky you can get:
CubasisGo 3.0 for 5 bucks
i once bought it for someone else, 1-2 years ago.
it was sold by another distributor,
not by steinberg, they sold the license
to a cheap-software retailer.

and it comes with everything you need,
simply a must have!

I agree with the ext recomendation.. For actually MAKING music i choose it over other very expensive hosts.
