Tool probably abandoned now. Read the last post of his blog, written on may 23, 2012: http://vstboard.blogspot.fr/. And the comments with the bloggers for that last post.

It was a very big job, and excellent. But the developer admits he's gone in a bad direction when spending so much time around the hypothetic VST3... that will never be a standard. He seems deeply discouraged now.

VstBoard beeing an open source project, maybe someone will be volunteer to continue, with him (certainly the best choice) or alone...
