Refined Audiometrics Laboratory has released PLParEQ1, a free, stereo 1-band "ultra-high quality" Parametric Equalizer filter VST effect plug-in for Windows.

Feature highlights:

• Internal 88.2/96kHz processing (even for 44.1/48kHz external sample rates).
• Stereo LPF, BPF, BRF, HPF, Peaking/dipping, LowShelf, HiShelf.
• Phase-Linear or traditional phase-warped filtering.

Its big brother, the PLParEQ is (will be?) available for a fee, and includes 10-bands of individually selectable phase-linear or phase-warped filtering, conserved and optimized CPU loading, and more.
