For instance I like the snowman brand fans, I think they're great. But for exhaust fans to expel air out of the tower, haha I don't think I can in good conscience recommend the evercool. It's very loud. But there's very cool, very old products (like the Blitztorm) you can buy cheaply like this one: I think the strength of the above product would be for the lowest slot, which is usually pci. It would be good for exhausting air from the power supply and any air from pcie cards, but its main function would be to redirect air updwards, which is ideal, because it is a hard place to get cooling. Impossible to find these days though. If a better looking product, it's the nicest concept I've seen.

However, the Antec Blitztorm has the unique ability to control the speed of the fans, where other maybe more powerful solutions do not.

After looking around I found this video which is questionable regarding the fox2. It was interesting because he used a controller to control the voltage, which is a proof-of-concept. But if you look closely you will realize that this cooler would be above your gpu, or below. It has a much larger reservoir, making Me conclude that perhaps the suction may be better. I would think though, if you were to turn it upside down, above the gpu, it would be useless. But maybe, the fox-1 and fox-2 would be good together top and bottom lol, arguable.

What I decided on
I think exhaust fans are simply the better fan. Why blow air around when you can just expel it. Therefore, I say two fox-1 fans using a controller to limit volume. Keep in mind they have a good lifespan and a good rep.

Here's a simple image to demonstrate where I will be placing these coolers.
1) above power supply with collector turned downwards.
2) below gpu with collector turned upwards.
And in the case of the other 2

4) will be the 2 top mounted snowman pwm 3-pin fans.
Overall, despite the two snowman fans ($C6.99 each, C$5 dollars delivery), I would've bought the other fans anyway so there really is not any extra money to account for that would be more or equivelant to water cooling. Furthermore, in the case of the snowman CPU cooler, it's already quiet and interestingly keeps up statistically with the Coolermaster 212 Evo. That's to suggest of course that in cooling, power and db wise: The stats are almost identical to the popular, expensive Noctua Cooler.
It's the Noctua CPU cooler, keep in mind - That's equivelant to water cooling. You gain nothing and no reduction in dB by going the way of water cooling and it was a Linus Tech Tips video that decisively proved that beyond a reasonable doubt when pitting various brand against the Noctua GPU Fan Cooler.
So, what about when I add the extra fan to the snowman. Afterall, it as only with 1 fan that the snowman had the same stats as the Coolermaster 212 ev0.
Cheap, Powerful, Quiet. And with the ability to set these blowers to 35%, they become much more practical and quiet. It's pretty rare that you would ever need to max them out, because I can attest to the fact that this brand's products create quite a wind, but they're loud and I shave 8 degrees of the temp right away by employing them.
If anything though, it might be a sobering thing to realize that I'm saying the Seasonic Focus gets a bit hot, but it does. Food for thought I guess.
Don't forget, you can get braided sleeving to make those old school wires look presentable. I'd use black electrical tape for the molex heads I'm thinking.
