Sort of, for it to be usable you need both IAPs
This is just another BS way for a company to shift content packs.

The number 1 biggest issue in IOS development right now
"OK we have an awesome start of an app built, lets not add a load of better features and usability, lets just throw a ton of sample packs out for a dollar each"

Novation are a bunch of a holes in this regard, there lack of development of Launchpad is disgusting considering its potential.

It's more Blocs Wave lite that's free. Then you have to pay for the Iaps to get back to full blocs wave. At least existing owners carry on as they were.
