No, I haven't. I have so far only talked to a few, and its not like I got a resounding no as an answer, its more like they have shied away from collaborating. My impression is that they think it is not beneficial for them to make the second hand market safe, because as long as the second hand market is potentially unsafe, it will make more customers buy first hand. However, I believe this type of thinking is missing the big picture and is immoral.
It is immoral to allow scams to happen which could easily have been prevented, motivated by financial gain.
And here is the big picture: If you are concerned about your users and are committed to their safety, you will have a more committed fanbase and gain respect in the community. A safe transfer procedure at no or low cost will generate trust in the second hand market of the developer, making it easier to achieve better prices there and thus creating an incentive for buying the license in the first place (first hand). If you are the only company that is offering this, it will definitely make you stand out. You will gain devoted customers (many second hand buyers will become first hand buyers) instead of angry ex-customers.
Last but not least: The universe is about karma. Being co-responsible for unnecessary harm in the world will somehow affect you and your company.
