Hello, just wondering what is the Latency Reporter for, how does it work?
Can it detect the delay(latency) between 2 signals?

No it's much simpler than that: it just reports the selected latency to the host application, so that the hosts compensate for it. It can be useful when some plug-ins do not report their latency properly, or if you want to apply a negative delay to a track without having to instantiate multiple delay plug-ins (the host does the job for you).

How does it work, I just see a movable dial on it, and it just reads 0.0 samples all the time?

If you move the knob you should be able to set the number of samples.

So it does not detect the system latensy?
Did you just manually input this through guesswork?

No it just reports a "fake" latency to the host so that the host believes it has to apply delay compensation for the plug-in, that's it.
