It's just terminology. <shrug> What you're actually doing is sending more or less of the dry signal. So if you only want a bit of reverb on a guitar, for example, you only send a bit of guitar. If you want a lot of reverb on your vox and you're using the same reverb send (not likely, but it's just an example), you send more of the vox. But the 'return' stays at 100% wet. The amount has to be determined by the send, or else all things get buggered up.
