hmmmnnn ... pan CC (neither coarse nor fine) seems to have no effect here either (i wonder how many VSTi actually read MIDI pan information ??? )
having said that ... i normally (well - exclusively TBH) pan with audio and not MIDI anyway ...

I've never even heard of it--what's it all about?

Controller 10. Its up to the synth whether it's implemented or not though.. any reason you can't just pan the audio outs?

Maybe I didn't explain myself well enough. I recorded a synth part in Tracktion using the Tracktion midi synth and an external controller. I want to pan the sound, just like I would with any sort of audio. The volume pan filter has no effect on the synth (which is playing a reverse cymbal; sound #120?), while the vol/pan filters on the regular audio tracks all work fine.
I'm thinking the volume and pan don't work well (if at all) for Tracktions synth/midi.
And yes, the vol/pan filter is located to the right of the track just like the other tracks.

just checked this again ... and as long as your MIDI synth (which in your case must be your systems default MIDI playback device since tracktion itself doesnt have a built-in synth) or VSTi responds to MIDI CC pan messages the panning WILL work ...
... i just checked it with sampletank2 and a GM set playing the reverse cymbal ... one note set to MIDI pan 0 and the next 127 with the sound shifting correctly across the stereo field ...

the vol/pan control can be used to adjust midi velocities (which is a hit and miss way of adjusting level) but can't do what you are trying to do.
If you want to level pan a vsti, put the vol/pan after the vsti and process the audio as normal.
For external synths, enter pan data into the midi clip.
