That should be simple. Just use a convolution processor with a telephone impulse response.

You can make this effect with any EQ. The basic idea behind it is to roll off the highs and lows and leave the range around 1-2kHz boosted. Then just tweak from there.

Please don't do it. It's overdone. There's nothing cool about it. It's Avril Lavigne annoying-- that's how annoying it is.

If you got Computermusic mag there was the SpinEQ for free (you just had to register), which had a preset too.
And, err, - what for examples radiostations in Germany call cool today is being diszszszszszszed six hours later, so that couldn't well be something for us - philosophers

'I just released 'Extra Boy'. It will do a good telephone effect. Just chose the 'Vocal Isolate' preset and adjust the 'Width' slider to taste.

I'd use a real handset for that, really, could be cool. Otherwise, I'd use a telephone IR.
