For a simple start: Any distortion. Any bit reducer. Any EQ.
For something more: Any temposyncing delay, and phasers, flangers, chorusses. Try to chain them in a variety of orders.
For special effects: People allready mentioned some, such as Transverb. But you defenitely don't want to live without the Kjaerhus Auto Filter either.
For advanced editing: Loop/groove slicers. ConcreteFX MicroDicer should be great for a start.
For even more advanced features: A sampler, preferably one that you can drag your sliced loops onto.
For mixing you may want to try the allready recommended SIR and a few impulses loaded into it.
There are 3 kinds of people:
Those who can do maths and those who can't.

Supertrigga (or however you spell it) - chops up, slows down, reverses etc.

QuantumFX...loads of tempo synced filters, has a chopper, and all kinds of modFX including swept overdrive (which is still a unique one). Perfect for screwing up loops in a very pleasant and musical way.
With QFX you can make a looped beat actually play a tune easily.

For me, the best apart from QFX, are the two modulatable filters within Cubase...Tonic and StepFilter. One is a great filter with access to the standard env follower and LFO, and the other is a similar sounding filter, but with a step sequencer to time the modulation - which is absolutely perfect for beats....you can glide the steps together to make LFO-type sweeps, or have distinct steps.
Something like Supertrigga followed by these filters are great on loops.

As mentioned...Classic Filter. In fact any filter with an env follower and LFO...Nitro, QuadFrohmage etc...

And talking of OhmForce...Haematohm can be good for doing weird pitched things with loops.

Mobilohm...that can totally transform any loop. You can get it to work more like an extreme filter than a phaser sometimes, and because it's a phaser, it doesn't have that nasty harsh edge if you want ambient pretty noises. Simply switch on all 4 phaser circuits...set around 16 LFOs all at different tempos and Bob's your Wibbly Uncle.

I really like the Elottronix XL by Elogoxa, but their site appears to be down.

Best instant ambientizer ever.

Crazy Ivan- it really lives up to its' name :)
Bouncy also does some interesting things to loops, as does MDA Dubdelay
Coffee please, black, no sugar.

also krakli's effex... hm. actually, nevermind. i'd like to keep it a secret.

i'm by no means an expert but I think Devine Machine is a very powerful loop confabulator

Lots of good suggestions so far. The plugins that match your description best I think are Subminimal's Pseudograins and Ioplong's Splonki and Slifty. All three are free (Ioplong's are donationware) and all superfantabulous.

For building loops, I'd highly recommend a host like Audiomulch (also free to use), because it will let you stack effects and carefully automate transformations. You can then export the sounds for use elsewhere.

Take a loop in Splonki, rearrange pitch, volume and order, run it into Minion (above all else, get Minion) and Supaphaser (don't just think of it in terms of a phaser, but just as a way of changing sound) and Ephonic's Retrodelay and DestroyFX's Transverb. That's enough for hours of fun. You could also set up White Noise's new Memory and do live buffer stuttering.

Note again, all these suggestions are free for use.
