i was a web designer before i moved into gui design and working for apple. Anyway, you dont need any fancy html wysiwyg packages. The best way to design a website is by using a graphic design package, ie. photoshop, fireworks, or even one of my tools of choice, realdraw pro.
You simply design the page as you would like to see it, one big picture, and when its looking good, you simply slice it up. these packages do it all for you. Just remember to keep graphic text to a minimum, as you want to be able to have real text within your pages, which not only makes it easier for search engines to spider, but also makes the job of updating easier. It also keeps download size low.
if price is a factor, i recommend realdraw pro, and macromedia contribute. total cost would be less than 100 dollars i would imagine.

I agree that way is powerful, but still can cost some money. But to put my suggestion in for that, you can use Ulead Photo Impact. There is a lite version that still does the splicing. And doesn't the GIMP do that also? I use it, but not for splicing.
Or, if you get your site hosted through 1and1.com, you get a free package of software, that literally values at several hundred dollars, and includes the full, CD version of NetObjects Fusion, which to me is one of the easiest web design software's available. Plus you get a whole bunch of tools and software to work on your site and build it and help the search engines find it and so much more. And I've always got great support from them. It takes like 2 minutes to get someone on the phone. Very flexible, and cheap. They are one of the largest web hosts in the world, if not the largest.
And no, I don't work for them, or have any kind of affiliate account with them. But I do host through them, and I have fantastic results. Definately a suggestion. By the way, if you go to a forum and all the people you see are bashing 1and1, those are the ones who got a free account a while back, which wasn't entitled to full support.
Anyway, these days there are plenty of good options for you. Good luck!

I use SiteSpinner
http://www.download-me-now.com/downloads/SiteSpinner-2/
I think they have a free version that limits you to one page, and you can download the full version and use it for 15 days.
At about $50 it's not a bad deal. Quite intuitive and I never html anything.

Cast up another vote for Nvu and Ulead Photo Impact. You may want to also try using some web templates to get you started. Do a search on web templateds and you'll get about a gazillion hits. I'm sure someone here can pass along a decent site for free templates, but I use BoxedArt.com which is $49.
And all life's fears

i find boxedart intreasting. How customizable are the pages. Is it like the templates that come with ezgenerator (where it is quite a pain if you want to replace any of the default images that ship with the package) or can any image be replaced ? Also, many templates read 'Blank images'.. this means ...???
also, does boxed art give you templates that are meant to be opened with an editor like NVU ? or do they work within themselves?
im launching NVU now.
thanks

thanks farlukar... im checking these out.
Clear something for me. VMU is essentially a compiler ??? such stuff as images and button i best make in a graphic editor (which one?) Say i want my fromt page to have an image starting from the top fadind as it goes down.. This i want to be the background for my page.
I noticed when i import an image in VMU i cant send it behind the page or give it a transparency. Nor am i free to place the image anywhere i want.
Thank you for helping me with this..
